Loop Boot and HDD troubles

So No matter What I do or what hardware i use,,, fresh install or
old.. I CAN NOT BOOT it goes to the xp screen or flashes the 98
screen, then reboots itself, This is the second system ive encountered
this on.. WHY GOD!>? WHYYYYY? on this second system tho It keeps
failing to recognize the HDD.. says none are present to hit f1 to
retry or f2 to setup, I hit f1 and sometimes its better sometimes not.
Ive checked connections and swapped out cables// HDD you name it ive
swapped it.
