You can try it through the Recovery Console to copy this and see if the
Bootloader is okay.
Warning be sure to back up the data while you have access to this machine!.
If you mean you don't have the Run command then do this:
Right click on the Start Button and select properties.
On the Start menu properties click Customize button and scroll to the check
box for Run and check it.

Thx for the reply but nope, I am unable to get to safe mode as it loops
right back to the set up screen. As I wrote back to Fred, I did manage to
get passed the administrator code and run a repair via the console (good job
too as sony denied having any admin passwords when I did speak to them). The
repair did find and fix some errors but then as I re-started, it went
directly back to the lsass.exe error.
I have got one last bit of code to try putting in as suggested by MS, now I
have got into the repair console but I am not holding my breathe at this
point.
Looks like the file swap and re-format is on it's way.

Can you log into safe or not at all?.
The system is looking for this file ntdsapi.dll and the file is missing or
corrupted by somehow, may be a virus?.
Did you tried the password blank, or his login password if He/she the admin?.
If you can boot up to safe mode then try to Copy this file ntdsapi.dll to
this path:
C:\Windows\System32\<file here> to do it from the command:
copy cd:\i386\ntsapi.dll c:\Windows\system32 CD where the letter of the
CD will be ( D,F,H,E) .
Or as Fred mentioned Just hook as a slave to another machine with NT or XP
operating system and rescue the data and then perform a clean Install.
P.S Try to contact the Sony Vaio Help and support center for the password.
