right slider bar that shows it's still booting up. This slider bar is static
when it should be moving left to right. I then have to switch the PC off and
on and it gives me an option to go into Safe Mode which I do. I go into safe
mode, restart the machine and it then boots fine into XP.

This sounds like a hardware related problem, with some device or other
not functioning properly until the it has been under power for a bit
and has warmed up.
Try stripping the machine down to the bare essentials - unplug all
external accessories except keyboard, mouse, and monitor. If the
keyboard and/or mouse are connected via USB replace them with
conventional PS/2 devices if possible. Open the computer case and
remove all none-essential accessory cards (everything but the video
card). Unplug both the power and data cables to the CDROM/DVD
drive(s).
Try starting the machine in this way and see if the problem persists.
If it does then the problem is with one of the core components and it
is probably a matter of replacing parts until the problem goes away,
at which point you will know that the last part you replaced isthe
culprit.
But if the problem does go away then try replacing the removed items
one at a time and test the machine after each. When the problem comes
back you will know that the last item you reconnected is the culprit.
