The spoolsv.exe is the printer spool, which you need in order to print. Most likely, "192.168.0.3" is a computer on your network (you DO have a network?). Port 427 is used by the spool service to notify computers on the network that the spool service is available.
The "Internet Sharing Configuration" part of the message pertains to the Internet Connection Firewall (Windows Firewall). You may be getting this message because you have both NIS and the Windows Firewall running. Or you may have turned on Internet Connection Sharing (ICS allows one computer to share its connection with others). It is best to have only one firewall running; you should probably just let NIS take care of things.
You can probably allow this activity without any problems. It may just be a consequence of using that particular all-in-one printer. I have seen similar posts on HP support forums for that kind of printer.

Also wondering does anyone know, or know how i can find out, what "address" is 192.168.0.3 ?
