I am not sure this software update was here earlier:
http://h10025.www1.hp.com/ewfrf/wc/softwareDownloadIndex?softwareitem=oj-46104-1&lc=en&cc=uk&lang=en&os=228&product=298548&dlc=en
I have tried to see whether the scanner might be past it's use by date. Nothing really adverse but found what I think may be an original review dated 2003 which says it is of dated design.

Hope this helps.

Hi Gerry,
Let me add when I have the Scanjet 3970 hooked to my computer with
the USB. Windows wants to install it. I can Cancel and the computer
still runs OK (with the WIA Services off) If I install the HP
Software (any of the versions 2.1 on my disk, 2.2 from HP's web or
the 7.0 from the web) the "My Computer" take the 3 plus minutes to
load. After I uninstall the HP software all OK (except still keeping
the WIA Service off)
I went through my registry and noted still alot of HP in it. Most of
it was "value not set". However when I go on my laptop (which I
haven't tryed to install the scanner on it) has no HP listings in
the registry.
Thanks,
Ken

HP Photosmart Premier 7.0. This term covers a number of models.
Which model is it you have?
Can we try to isolate which it is that causes the problem? Scanjet
or Photosmart?

The Camera is a Canon PowerShot A510, no drivers or software is
installed for this. It uses xp as a removeable disk. And the
camera
is working, I was wrong on that point.
As far as the IE 7, HP support told me that the scanner didn't work
with it. Thanks,
Ken

What is your camera? What software / drivers have been installed
for
the camera?
You cannot replace WIA. The problem is mostly likely not WIA but
something else causing it to react the way it does?
I have an HP Scanjet 4300C and a camera on my system without any
problem. I also have IE7. It is years since I had a problem with
WIA.

Ken Wagner wrote:Hello Again Gerry,
I would like to thank you again for your time.
The service causing the problem is the WIA service. I downloaded
and
ran the process explorer. With the WIA service running, it takes
3
minutes or more on the My Computer. I started the process
explorer,
Iidle process was 100% with a few jumps to other program/services
for
a split second and only 1 or 2%. I then started "My Computer"
and looked at the process explorer and it still had 100% to idle
process
with the same 1-2% jumps to others. It still took 3 1/2 minutes
to
load the drives into my computer. I turned off the WIA and
everything was OK.
I used the directions from the third link and still the same.
I am unable to use my scanner and camera on this computer. Is
there
a way to replace the WIA file? Last time I did a complete
reinstall
(formated drive) and reinstalled al the programs..... After
every program/update I would check the "My Computer" to confirm
that it was
running OK. It did until I installed the HP Scanner, then it
stopped
working and the only way for it to work again (the My Computer)
was
to turn off the WIA service and uninstall all the HP
software/drivers.
I just don't want to have to reinstall windows, I had tryed to
just
do a install over the excisting windows but it didn't replace the
WIA
file. Only the format reinstall did that. Is there a way just
to replace the WIA file? Thanks,
Ken
