Start | Run | Type: msconfig.exe | Click OK
Does msconfig open?
Paste the following line into Start | Run and click OK...
%systemroot%\PCHealth\HelpCtr\Binaries\msconfig.exe
Does msconfig open?
If either of those commands work, you may have a PATH or PATHEXT problem, or
a registry entry missing or messed up.
If neither of those commands work, msconfig.exe may be missing from
PCHealth\HelpCtr\Binaries.
Also try pasting these lines into Start | Run...
%systemroot%\system32\dllcache\msconfig.exe
%systemroot%\ServicePackFiles\i386\msconfig.exe
One or the other of those commands ought to work.
See if msconfig.exe is in...
C:\WINDOWS\PCHealth\HelpCtr\Binaries
or
C:\WINDOWS\system32\dllcache
or
C:\WINDOWS\ServicePackFiles\i386
Post back with what you find out.
