Are you on some kind of a network?

I just reread your first post. I had not noticed the reference to
ipconfig.exe.

Net.exe and ipconfig.exe, whether legitimate or not, should not run at
startup. Both net.exe and ipconfig.exe have to be run from a command prompt
(cmd.exe), what you referred to as the "DOS box".

Ipconfig.exe, among things, Displays all current TCP/IP network
configuration values and refreshes Dynamic Host Configuration Protocol
(DHCP) and Domain Name System (DNS) settings.

Net.exe has all kinds of commands:
* For starting, pausing and stopping services.
* Sends messages to other users, computers, or messaging names on the
network.
* Updates the user accounts database and modifies password and logon
requirements for all accounts.
* Adds or deletes computers from a domain database.
* Adds, displays, or modifies global groups in domains.
* Synchronizes the computer's clock with that of another computer or domain.
* Among other things.

Open System Information...
Start | Run | Type: msinfo32 | Click OK |
Click the [+] next to Software Environment |
Click on Startup Programs

Look in the right hand pane for net.exe and ipconfig.exe.
You can click on the line(s) containing net.exe or ipconfig.exe and hit Ctrl
+ C to copy to the clipboard and paste that info into a message and post
back.

Better yet you can hit Ctrl + A to highlight every thing in the right hand
pane, then hit Ctrl + C to copy every thing that's highlighted and paste
that into a message and post back.

We'll try to figure out where the start command(s) is/are comming from and
get rid of it/them. It may be one batch file command that starts both
net.exe and ipconfig.exe or seperate start commands for each.

UPDATE your antivirus software and run a full system scan.

UPDATE whatever anti-spyware applications that you have and run a full
system scan with each one.

You might want to start in Safe Mode to run your antivirus and
anti-spyware software.

Running a full system antivirus scan or anti-spyware scan in Safe Mode
can be a good idea. Some viruses and other malware like to conceal
themselves in areas Windows protects while using them. Safe mode will
prevent those applications access and therefore unprotect the viruses or
other malware allowing for easier removal.

After the Welcome screen on bootup, the system hangs for about a minute
with the C:\Windows\system32\net.exe DOS box on a blank desktop.
Finally, the normal desktop appears, followed by a very brief second
instance of the C:\Windows\system32\net.exe DOS box followed by a brief
appearance of the C:\Windows\system32\ipconfig.exe DOS box. Everything
seems to function normally after that.

I did notice that in the system32 directory there is a net.exe (42KB)
and a net1.exe (122 KB) both with the same modification date. I don't
know if this has any relevance but I would like the system to boot up
quickly as it has in the past.
