For XP Home: Boot into Safe mode and login as Administrator, in order to access the Security tab.
For XP Prof : Disable Simple File Sharing in Folder options. This enables the "Security" tab for file system folders.

Whenever i clicked right on any drive letter then properties, then saring and
security, after that there is neither the sharing and nor the security TAB,

Simple file sharing *should* allow access to the Documents subfolder. ... One reference said that in that case I should open folder options then view tab then uncheck Use Simple File Sharing. ...
