Ask your IT people.

There are Group Policies that could be in force.

Just a couple of examples...

Prevent access to the command prompt

In XP, command.com needs cmd.exe to run. All commands typed into
command.com actually execute in cmd.exe Ntvdm.exe also runs when
command.com is open. In fact when command.com is running if you open Task
Manager to the Applications tab, right click the MS-DOS prompt and select Go
To Process; the Processes tab opens with ntvdm.exe highlighted.

But, if access to cmd.exe is prohibited by a Group Policy some people can
use command.com to get around it sometimes. I do not know all of the
details. SWAG: direct access to cmd.exe is prohibited, but command.com's
access to cmd.exe is not.

Do you have a boatload of programs running at the time? More than 50,
say?

More than one language? Large fonts? Large layout size? Full Screen
instead of Window?

Right click cmd.exe or your shortcut if you use one, select Properties
and check all of the settings under all of the tabs.

Start | Run | Type: command | Click OK |
Type: chcp hit Enter.

Do you get this?

Active code page: 437

Type: exit and hit Enter to close command.com.

For U.S. English versions of Windows NT the default is 437 codepage, U.S.
English.

Active code page should be the same for both command.com and cmd.exe.

Check this registry key and entries.

"OEMHAL"="vgaoem.fon"

ACP is the default ANSI code page; OEMCP is the default OEM code page;
and MACCP is the default Macintosh code page.

The OEMCP value controls to which OEM code page to translate ANSI, and
the OEMHAL value controls the display of extended characters at a command
prompt.

ANSI Codepage ID 1252 is used for all Western European languages,
including English.

The default OEM code page in Windows NT is the DOS 437 code page.
