Not entirely true. Most computer manufacturers will sell you the
actual
operating system installation media at purchase. The default for many
is recovery CD/DVDs and/or partition - which is a horrible idea and if
there were more educated users - it probably would stop being the
'default'...

Well that is what happened and I could not fix it so I went
to system recovery and everything was working good it went thru it
without a hitch until the end.-
So this is a hard disk partition implemented system recovery?

The windows recovery said windows reinstall has completed and I went
and named his computer after setting up the time zone and when I
got to thankyou screen and finish I hit the finish button and
waited for the system to restart but it never did.-
Suck...

It was not locked up it just would not go any further .So I decided
it would not hurt much to restart the computer but all it did was
go back to the same screen and no further.I restarted it again and
this time after about another 30 minutes of waiting it came to a
black screen and said this
Windows message:
The system is not fully installed please run setup again
But it would only go to this black screen and show the same message
again and will not go to windows no matter what I did
I cant fix it if it wont let me back into windows-
As the computer manufacturer (in accordance with the order) did not
include another way of recovery (and this would be an OEM
copy/license)
you would need to contact the manufacturer for assistance. They have
to provide you a way to restore the system to the purchased state
at the time of the sale.

Hopefully the system manufacturer can. Otherwise - your best bet is
to obtain a copy of a generic OEM Windows XP CD and use it with the
product key that is probably stuck to the computer somewhere.

I tried an OEM windows disk from a dell computer but when I tried to
install windows from it I got it to start downloading the system files
then it stopped and said it could not find a NTLDR dll file and failed
to continue install
I could not load the NTLDR at all even from a floppy disk
So it would not install xp
