Yes, you can do that.
First, I would open Control Panel | Internet Tools | Programs and click on
Manage-Ons
Look through both lists (check the drop-down list on this window), and see
if you recognize anything being loaded that shouldn't be. Basically, you
can disable all add-ons, and start IE and see if it comes up.
If so, then one of the add-ons is the culprit.
If this is an add-on in support of 360share, then it is a legitimate program
and many of the malware.Trojans and/or virus checkers will not consider it a
problem.
By the way, these add-ons are called BHO's (Browser Helper Objects), so whn
you run some of the programs, make sure you check for those.

I'm wondering how i can download a program while I'm having so much
trouble getting online?
Would it work to download any of these programs on another computer and
install it onto infected computer while offline and then try to update
online?
except online scan of course. :)
