Cannot Turn Computer Off

When I hit the "windows key" then the "u" key followed by another "u"
keystroke my computer does not shut down it restarts.

How can I get the entry to work properly and it turn the computer off the
way it is supposed to?

I caused the problem somehow. After tearing my computer down and
reinstalling win XP I tried to turn off the computer and got a dialog box
asking me if what I wanted to do and I put the incorrect entry in and
checked the "never show this dialog again".

I have rebuilt my computer several times and never saw anything like this
before even though I have used the same program disks for all of the
rebuilds. It seems that everytime I install XP there is something new or
different that was never there on any of the previous installations. ------
OH WELL!

Thanks
