Splash Screen Lag

Hello.
I have had a few problems with my computer recently.
I'm not sure if they're all totally related.
I have Nero 7 Ultra Edition and I think somehow InCD got a hold of my
DVD-RW drive and it doesn't work anymore.
I have just kind of let that go for now. That might have something to
do with my other problems, though?
For the last week maybe when I reboot it lags on the Win XP blue bar
splash screen for 2 minutes or so, and then finishes logging, very
slowly.
When I play music it will make these weird pop sounds and if I try to
load Photoshop or something it will distort the music and sound like
it's a record and it's slowing down.
My guess is that there is a problem with the CPU or RAM?
Specs:
Intel Pentium D Dual Core 2.66 GHz
(I had this overclocked to 3.6 GHz and it was working great, and then
this happened so now I have it set ot Auto with no Overclocking)
2GB RAM (4 512 MB sticks)
ASUS P5WD2-Premium Motherboard
Any idea what might be wrong?
Any other information you need?
I tried to do a System Restore, but it didn't do anything.
Please help.
