The damaged or missing file is question is a key part of the Win2K registry. I've used the following to successfully repair such problems in the past:

Registry Repair Utility download for Windows 2000-based computers
http://support.microsoft.com/default.aspx?scid=kb;en-us;830570&Product=win2000

If that doesn't work, you may need to perform a repair installation of Win2K:
