When I was try to change the time on my computer cause it was a bit fast,

get this message: "You do not have the proper privilege level to change

administrator and i don't have any other user accounts on my computer. Can

If it's a permission issue, use (group policy editor) gpedit.msc to check
for proper permission.
Start, Run and enter gpedit.msc
Navigate to:
Computer Configuration
Windows Settings
Local Policies
User Rights Assignment
In right pane look for "Change system time" and double-click it
Check if Administrators group is included. If not add it. Otherwise you have
another issue.
Please note that gpedit is not available in Home edition
