I can't say anything for sure but you can try this:
Go to Control Panel > Display Properties > Settings tab > Advanced button >
Troubleshoot tab >
Firs Uncheck the box "Enable write...." then move the slider to left one
step, then work as you do ,if it happens again , go and move it one more
step to the left and if again. do it until you get no more options,

| Hi. Just over the past 3 days, my computer has started acting strange.
| Anytime I open any window which has a black background (or what I tend
| to notice), I see small colorful dots appear on the screen. Whenever it
| happens, and there are too many of these tiny dots, my monitor goes
| haywire. It either turns off completely (yet, the monitor LED light is
| green, which is telling me it is still receiving video signal), or my
| screen blinks constantly (not the LED, but the actual screen). Once
| this happens, my computer freezes and I can't access anything. I have
| to reset my computer, only to find out it will happen again. I'm not
| sure what the problem is, but I've tried reinstalling my video card
| (and it's drivers), reformatted my computer, hooked up a different
| monitor (only to get the same results). I really don't know what is
| going on. So any help will be greatly appreciated.
|
| My system has the following specs:
|
| Intel Pentium 4 (2.53GHz)
| PNY GeForce FX 5700 VE 256MB DDR
| Soundblaster Live! 24-Bit
| 1GB PC2100 DDR memory
| DirectX 9.0c
|
| I don't know if any more information is needed, but I'll be more than
| willing to provide it as help to finding a solution to my problem.
|
| Thanks in advance,
| Tushster
