I do not have Google Toolbar. Also, it is NOT Internet Explorer I am having
the problem with, but Windows Explorer.

Hi Jay,
If you have Google Toolbar, try uninstalling and then reinstalling it.

After installing the Toolbar, I receive a Runtime error when I try to open
Internet Explorer.

Note that Windows Explorer loads the addons added to Internet Explorer.
