windows did not start successfully



I'm running XP SP1. When the PC starts it goes to the error message
"windows did not start successfully" and then give three options - safe

mode x3, Last known config or start windows normally. Trouble is that
whichever I choose I get back to the same error message. How can I
break the cycle and restart my pc in safe mode or use system restore?

Would appreciate any help
