Using the keyboard all you have to do is press Enter after you adjust the settings, it's the same as clicking Apply and/or Ok. Depending on the situation you may need to press the Tab key a few times before Enter, most probable not though.
If you can't adjust the settings at a higher resolution because the settings aren't available anymore:
Boot to Safe Mode > Device Manager.
Remove any/all devices listed in Display Adapters.
Reboot and Windows should redetect/reinstall the device drivers.

folder, but it does not respond. All other folders respond normally and open.
I've pressed Ctrl and Esc, the Start menu is not brought up. Nor is it
brought up by pressing the Windows key. One thing of note, is whenever
something is minimized or maximized, the window seems to come to and from the
lower right section/corner of the screen.
I admit I'm stumped. Has anyone seen anything like this before?
