Regarding your question of PC brands, they are:
6-month-old HP that came with XP
1-year-old eMachines that came with XP
5-year-old HP that was upgraded to XP
6-year-old eMachines that was upgraded to XP (this is the one with the
"issue")
The diversity of ages and brands is why I assumed the program is part of XP.

cdburnallow.reg is the file that you want.

Remove CD Burning features is a Group Policy.

Windows Explorer allows you to create and modify re-writable CDs if you have
a CD writer connected to your PC. If you enable this setting, all features
in the Windows Explorer that allow you to use your CD writer are removed. If
you disable or do not configure this setting, users are able to use the
Windows Explorer CD burning features. Note: This setting does not prevent
users from using third-party applications to create or modify CDs using a CD
writer.

Remove CD Burning features

0 = Allow CD burning

deleted, as in GONE, and I need to install it.
