There should also be a file next to wpa.dbl called wpa.bak.

In Properties of wpa.dbl, there should only be two Attributes available.
Read Only and Hidden. Both should have no checkmarks in them. The location
of this file is \windows\sysyem32.

If it is Archive, before changing anything, check the Properties of
wpa.bak If only two Attributes are there and both are unchecked, then close
Properties.

Right-click on wpa.dbl and click Rename. Change the name to
wpatxt.dbl.txt.
Right-click on wpa.bak and click Rename. Change name to wpa.dbl.

Now right-click on wpatxt.dbl.txt and click Delete. While using Explore,
you might as well mosey over to your \Temp folders and delete all possible
files and sub-folders that are deleteable (Not in Use). Then close Explore
and Empty the Recycle Bin.

Reboot the computer.

right clicking wpa.dbl brings up the following.open, scan with AVG, add to
zip,send to, cut, copy,create shortcut,delete,rename, properties.
in properties archive box is checked, not read only and hidden. No
security tab in the same dialog box.

1. Go to Start > Run and type: %systemroot%\system32
then press the Enter key.
2. Locate this file: wpa.dbl
3. Single-click on wpa.dbl to highlight the file.
4. While wpa.dbl is highlighted, right-mouse click on it.
5. A dialog box will be displayed. Click on the General tab. Make sure
that the boxes for Read Only and Hidden are NOT checked.
6. Click on the Security tab of the same dialog box. Make sure that all
of the user accounts shown have access to this file and
none of the accounts have DENY checked.
If DENY (on the security tab) or READ ONLY (on the general tab) were
marked, please remove this attribute setting. The wpa.dbl file
must be fully accessible by all user accounts.
Please try this and report back what you found. If you removed the deny
and read only attributes, please reboot your PC. Did that
take care of your issue?
