Simplified Chinese IME change to full-shape

Hi
I have this weird problem (tested that it happens to all installation). The
input method editor status changes to full shape mode when you switch back
to the Simplified Chinese IME in XP SP2. I found a similar issues and a
hotfix for Traditional Chinese input but not simplified version. Any idea?

I have tried the hotfix below and it didn't solve the issue.
