power schemes problem?

Hi,
I have a problem here. When I go to control panel > power options, I
couldn't set any power schemes, there is nothing inside the box! And I
can't highlight the time setting below. I also tried it in display>screen
saver>power, same thing, the power schemes is blank. Any suggestions?
