You don't mention which version of VPC for Mac you have, yet this article should help to get it running.

thanks for the reply. You can order VPC with a Windows or without.
I bought it with XP.The CD clearly indicates it.
So one of the three CDs must contain Xp somewhere somehow
Run VPC.ok
In the VPC Console window click File > New Virtual Machine Wizard.I have a FIle-> New
but not a New Virtual machine wiazrd
If I go on File->New I get a window with these options:
Install own OS
Install from Virtual PC for Mac-CD
Import from former version
(all translated from german)
So the second options shows that I can install an OS from
the Virtual PC CDs.
Unless you already have a .vmc created, select to create a new one.
If/when prompted for a .vhd, use the browse button or type in the
complete path including the .vhd name.
After complete the wizard, click once on the .vmc in the window list and
click Settings to configure to your needs.
When configured the way needed click Start.
If no OS is installed on the .vhd you will need to install one.
