If you delete HDREGAPP.EXE from C:\APPS\HDREG you are still going to get the
error message.
HDREGAPP.EXE is probably trying to start from one of these two registry
keys:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnce
or
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run
I would suggest that you download and install StartMan and/or Startup
Control Panel and disable [HDReg] c:\Apps\HDReg\HDRegApp.exe -r
[[StartMan is an extended 'msconfig' Startup Manager, designed to take
control of all those pesky programs and background services that load and
run at logon - most of which you probably don't need. As well as providing
the usual trouble-shooting options to enable or disable startups, StartMan
also permits the removal of startups.
Duplicate Detection and Removal, a unique feature of StartMan, can be
configured to remove all duplicates automatically, with or without
prompting.
Orphan Detection and Removal. As above, for orphaned startups.
Executable Detection and Removal. As above, for executables.

hdreg is a registration reminder for Packard Bell computers.
Delete the HDReg entry from the Scheduled Tasks list.
1. Click Start, point to Settings, and then click Control Panel.
2. Click the view all Control Panels link if you can not see the
Scheduled Tasks Control Panel.
3. Double-click the Scheduled Tasks Control Panel to open it.
4. Click on hdreg.
5. On the File menu, click Delete.
6. Click Yes to delete the task.

I have to click ok before my pc will continue to boot, this causes me
to be unable to use system restore and I have to be able to restore my
