Could this be related?
Yes. Incorrect permissions are causing the problem. You can try resetting
the registry permissions, using SubInACL utility.

That may perhaps fix the original problem as well.

I tried those two commands. both said "succeeded" but when I tried to run
your .exe file again, I still received the same message, "Run-time error
'429: ActiveX component can't create object". I'm running Widows MCE 2005.

appears this problem started when I added user profiles. They all have admin
rights, but I noticed that I know don't have permission to edit some of the
registry entries, even if I try to change permissions. Could this be
related?

initialized in your system. FYI, OpenWithAdd.exe uses scripting runtimes

Click Start, Run and type these commands:
regsvr32 wshom.ocx
regsvr32 scrrun.dll
