Goofy Neighbor Causes Hub Port Error

A goofy neighbor of mine turned off the power to my apartment briefly
causing my computer to shut down along with everything else since my UPS
apparently has a dead battery.

Now everytime I bring the computer back from standby mode a get a balloon
that says: "Power surge on port hub. A USB device has exceeded the power
limits of its hub port. For assistance in solving this problem, click this
message."

A window opens that says: "A USB device has malfunctioned and exceeded the
power limits of its hub port. You should disconnect the device. The
location of the device is shown in bold type.

Unknown USB device.

Recommendation: To reenable the port disconnect the hardward and click
Reset. If you click Close the port will no longer function."

I click the Reset and the window goes away. My computer has at least one
USB port but I don't use it(them). Still, I would like to get rid of the
recurring message by fixing the problem.

How can this be done?
