PS: Services listed in the system config utility are already enabled -
that's why they're listed in this tool. They may not be running (show a
"stopped" status) but they are enabled.

Try to refrain from using this tool for managing services. It's okay for
temporary suspension of a service for troubleshooting. Instead, use the
"Services" snap-in located in the Administrative Tools.
