Each user has its own desktop folder (C:\Documents and
Settings\*UserName*\Desktop) which holds the icons that will show just for
that user only.
There is also an All Users Desktop folder (C:\Documents and Settings\All
Users\Desktop) and these Icons will be displayed who ever is logged into the
machine.
If you want Icons just to show in just one desktop make sure the All Users
folder is empty. Then put shortcuts in the desktop folder of the user that
you want displaying.
Restore deleted icons from the Recycle Bin and then cut from All Users
Desktop folder and paste into the Users desktop folder of your choice.
Or Log on as the user you want shortcuts for and from the Start menu right
click the program you want a shortcut for and select send to desktop (create
shortcut). This will place a shortcut on the desktop of just that user and
not All Users.

I need to create a new User on my XP Home machine with only the minimum
drivers and no icons on the desktop.
I create the user and logged in on it. I deleted all the unwanted icons
off
the desktop. When I logged into the other Users I had set up before, the
icons I deleted off the other User's desktop have also been deleted off
all
my other users.
