how interpret dvd "speeds"

I'd like to learn more about CD/DVDs, particularly the speeds, which seem
comfusing, and wondered if someone could offer some insights...

DVD R/RW DRIVES/BURNERS
-Are these marketed using terms like "8X DVD"? What does the 8 mean?
-About how long does it take to burn, let's say, 1 hour of digital camcorder
to a DVD? And then copy that from one DVD to another DVD?
-If it takes 1 hour to burn it, what difference does 8X DVD speed make?
-If an 8X DVD takes 1 hour to burn a DVD, does a 16X take 30 minutes,
roughly?
-What's the latest mainstream speed most newer PC's have, is it 16X? Is the
benefit/speed so great, it's worth rushing out and upgrading from 8X?
DVD R/RW MEDIA
-I just got some Memorex DVD+RW blank CDs...the front package has this: 4x
/ 4.7GB / 120min
Does this mean it burns at 4x speed? (so my 8X, or even a 16X burner doesn't
really matter?)
-How many times can I re-burn (re-write)? I've heard things like "you can
rewrite a few times" to "you can rewrite maybe 10 times because it's got
that many layers".
-How do I know when it won't re-write any more...is there a better way than
just "when it quits re-writing, then you've reached the limit..."
