Take a look at this article. Review to see if any of it might be helpful or feasible.

I installed a memory card reader on XP MCE and the software tried to.
install its own USB drivers. Since this i havent been able to access the
reader.
I recently reformatted the drive and reinstalled winxp MCE, but the reader
worked fine without problems before the new install.
Heres the error i get for all of them in device manager Under Disk Drives,
"Generic USB IOI-(CFC) USB Device", (MMC),(MSC),(SMC) "Windows cannot start
this hardware device because its configuration information (in the registry)
is incomplete or damaged. (Code 19)"
I have tried sfc /scannow from command prompt in windows but when it seems
to find something it ask for xp disc 2.? I only have one disc. It is a
fujitsu laptop with a restore CD. I also tried my other XP PRO cd i have non
OEM restore cd just a regular version and it just keeps askin for the xp disc
2 cd.
I have also tried to roll back driver and to uninstall the driver then
reboot but this does nothing.
I am at the end of my rope trying to fix this. I dont want to erase
everything that i just reinstalled to do it again. Any ideas on how to fix
this please help thank you.
