Can't boot into safe mode.

I can boot into normal mode all day long with no problem other than it hangs
on desktop image for really long before boot is complete. I can not boot
into safe mode. First I get a black safe mode desktop screen before I get a
normal windows log-on screen that only shows accounts with admin privledges.
After I log on I get another black safe mode desktop then the "you are in
safe mode bla, bla, bla" box. Before I can select ok that box vanishes and
the black safe mode screen just hangs there for ever and never boots
completely. I can then hit control.alt.delete and select restart to boot
back into normal mode without a hitch. I want to boot into safe mode to run
spyware scans. I've scoured many a blog and forum on this issue with no
success. Any suggestions?
