Hello Shadow!
Right-Click the My Computer icon on desktop. Select Properties.
Next, select Advanced. Look for a block that says Startup and recovery. Press the settings button.
In System failure section, turn off (un-check) Automatically restart. Apply change.
Have you checked your Power Management settings?
Get into Control Panel----Power Management---and turn on APM ---Advanced Power Management .

I have 5 users set up. I am the Admin. When anyone logs off, or try restart,.
shutdown, etc. the computer hangs and never shuts down.
I get errors about system is waiting for some file, and I click end now. But
that doesn't work either. Tash manager shows no jobs running. To reboot I
have to physically turn off the power to the machine.
I have a Gateway computer.
