Perhaps what you really want to do in to tap the F8 key while booting to
bring up boot options.
Try selecting last known good config. ---or safemode and then to add remove
programs in control panel.

I tried to boot into set up, hit delete etc, trying to uninstall a program
that stopped windows booting.

All that came up was the Bios setup.

What did I do wrong?

Could someone please show me step by step.

Pentium 4, 2.4 GHz, 512 memory. Windows home.
