Safe Mode not available in XP Home SP2

Hello,
Can anyone advise me on this problem please? It's got me baffled ...
I can't boot my PC into Safe Mode - it looks as thought it's doing as
asked, gets past the 'Admin' and 'User' menu OK and then immediately reboots
itself. Any further attempt to get into Safe Mode brings me back into the
same 'false acceptance' loop. The machine is practically new - Ad-Aware,
AVG7, Spybot and Hijack This have all been used and have found no problem,
and running msconfig.exe. shows nothing apparently untoward in the Startup
section.
The machine will also allow Internet Explorer to run (after a fashion) -
but ignores clickable links inside specific webpages (for instance, the
'search' buttons in Google.co.uk and clickable links inside most of the BGT
Yahoo homepage) so that those specific pages can't be navigated. IE can be
cajoled into 'normal' behaviour by selecting particular webpages as long as
the website address is typed into the address box.
Any advice (at all) would help - MTIA.
