Missing or corrupt \windows\system32\c_850.nls

Hi, I recently got a virus on my PC and inadvertently deleted a system
file when I ran a scan. Now, when I switch on my PC I get the
following message:
"Windows could not start because the following file is missing or
corrupt:
\windows\system32\c_850.nls
You can attempt to repair this file by starting Windows Setup using the
original Setup CD-ROM. Select 'r' at the first screen to start
repair".
Unfortunately, I bought my PC from my old company before it closed so
haven't got the original setup disk. I have borrowed one from a friend
but when I tried this I am taken the same screen with the message above.
I have tried using the F8 function but that just goes to the start up
screen and then back to the screen with the message. I have also used
'r' as suggested but this does the same. I have had a friend take a
look and he says the PC won't even go into BIOS mode, which I am not
sure exactly what this means. Has anyone got any suggestions how I can
repair my PC please?
Any sort of help would be greatly appreciated.
