You could try the Norton cleanup utility to totally clean out Norton
remnants and see if that fixes your system. Then reinstall it

open up a folder does nothing, no programs run. Using the run command from
start menu fails to allow running of anything. Windows explorer doesn't
work, and if I try to run something this message appears. 'The file does not
have a program associated with it for performing this action. Create an
association in the Folder Options control panel'.

This would be an easy task if I was able to open the Control Panel. Running
in Safe mode does not allow me access, and System restore is also without an
associated program, so I am unable to revert to my previous settings. I'm at
a loss. I cannot run any programs except for Mozilla Firefox, and I have no
way to install NV if the problem turns out to be a lurking virus that
attacked as soon as I uninstalled.

Please help me! I can think of no reason why installing a program to
increase system security and stability has made it less secure and stable
than it was beforehand....
