I personally wouldn't bank on it. I'd try at the least all of the diagnosis tests to be sure.
Even though I have and still do recommend Symantec's online support assistant, I don't bank on it either. My money is on another Symantec update causing havoc. They had an update about six months ago that ran a quick DOS window, which promptly put a big bolt in the teeth of small gears which ground their application to a halt.
If it's live update you're having trouble with it may have become corrupted, I see they are having an issue with it.

Personally I wouldn't bother with trying to install it over the net as they suggest in the above article.
Download/install the newest LiveUpdate and run it from your desktop.

from the article you suggested it says

Well, sysedit.exe runs fine on my PC, so does this mean that everything on
my machine is OK and the problem is with the Symantec online programmes?
