I had similar problems and finally googled a solution.
Look at

and scroll down to a 2 March 06 posting by MrBill.
Piecing together fragments from other postings, I suspect that permissions
on some (as yet unidentified) registry have gotten screwed down too tightly
(I've had similar problems with Microsoft's Antispyware updates). By
running the update program under the System account it is able to make the
required changes to the registry and the update site works again.

I've seen the same symptoms in several computers here. They are:
- Can't access Windows Update (gives error 0x800A0046. I have tried
the resolutions that was suggested by MS but it fails or doesn't give

I'm stationed at one our client's office and there is an IT director
here. He often contributes to some of the problems we have but this is
exactly what happened to this HP laptop sitting right next to me right
now:
1. HP Compaq nx9600, Win XP Pro, SP2, Norton Antivirus 2005 installed
2. uninstalled Norton Antivirus 2005 and installed Symantec Antivirus
v.10.0.2
3. ran Windows Update and installed
4. installed MS Office 2003 and ran/installed Updates
<it was fine til here. and the IT director took it over because I
needed to go home...>
He tried to burn HD image using Acronis True Image and left it over
night and when he came back in the morning, the symptoms started
sppearing...
Anyone has any idea????
