ok, so i deleted all references to said file and folder. now my current
problem is that i still cannot access task manager by pressing
ctrl+alt+del, and when i right click on the desktop and go to
properties, i cannot click anything in the desktop tab to change my
background. i also visited both websites you told me about and used
the program on the second one. the control panel program. i don't
know what else to do

Your AV software left some things behind.

Delete the inet20001 folder if it exists and everything in it.
Delete every reference to c:\windows\inet20001\winlogon.exe that you
find.
Open the Registry Editor...
Start | Run | Type: regedit | Click OK |
Hit your F3 key | Paste this in the box:
c:\windows\inet20001\winlogon.exe
Click the Find Next button |
Keep hitting F3 until you see the Finished searching through the
registry
message.
Back up your registry first!!!

Or get Startup Control Panel and use it to disable any reference to
c:\windows\inet20001\winlogon.exe then you do not have to mess around
in the
registry if you do not want to.

system scans often and it says i have no at risk files. i did have a
trojan, and soon after, i was getting popups like the ones i

C:\WINDOWS\inet20001\winlogon.exe is the incorrect path to XP's
winlogon.exe.
You have some sort of malware. Possibly Trojan.W32.Netsky ot the
Backdoor.w32.Prorat Trojans.
