Turn the fan down

I have a Toshiba Satelite laptop, and the fan's been driving me crazy
the past few days! It used to be really quite, but the fan's really
been working, making a lot of wrr-ing noises with it. I've scanned for
viruses and spyware, and I've reformatted my hard drive, but nothing
seems to be working! Does anyone have any suggestions as to what else I
can do? The fan is driving me crazy!!
