Even if you combine the partitions into one C:, it is will not fix the
thousands of registry entries that point to E:, which won't exist any more.
Your best bet is either a) leave it alone or b) backup important data to
removeable media, CD, diskette, tape, external hard drive, boot to the XP
CD, delete both partitions, create one large partition, format, reinstall
XP, reinstall apps and recover personal data from where ever you backed it
up to.

By default, XP installs itself on the C drive, which is formatted in
NTFS. (OEM's do it this way.) If your system partiton is on F and
formatted in FAT32, only you know the answer to "why is this like this?"
