Problem with internet connection. PLEASe Help

hi,
i have toshiba laptop with 1.7Ghz and 512 Mb RAM and a D-Link ADSL
modem for my internet connectivity.i use windows xp pro and i have the
following problems:

1) If my internet is on for a long time and i am downloading something
through limewire(say 2 hours) then i cannot surf the web anymore, no
sites open....irrespective of wether limewire is downloading or not.

2) if i disconnect from the net(put the modem off) the only way for me
reconnect is by rebooting windows... this is very annoying.
