I have the same problem. Netscape was never installed here. My
workaround is to press Strg+Alt+Del twice and logon without the welcome
screen.
The problem occurs not every time I wish to logon, but in case of first
logon with Strg+Alt+Del and then (logoff before) try to logon by
welcome screen.
I think it is a bug.

Re: logon screen does not show up anymore ... So pressing Ctrl+Alt+Del twice in succession did not reveal the logon... Try pressing Ctrl+Alt+Del twice in succession.... (microsoft.public.windowsxp.general)
