How do I get Windows to recognize my files and programs in the Program
Files folder so I see them in the add/remove menu in the control
panel?

You have to do it manually.

My computer recently quit working. After having no success with Dell
Tech Support i finally somewhat figured out my problem. I wasn't
able
to get windows xp to load....I would get numerous error messages.
Anyway, I was finally able to re-install Windows XP. My problem now
is
I want to make Windows look like it did before my trouble started.
ALL
of my old files are still on my computer....Windows XP now just looks
like you re-installed the OS which I did. Is there a way to make
Windows look like it was before. Do I have to do this manually?
What;s the easiest way to solve my problem??
Thank you
