Windows\System32\Config\System files missing or corrupt on startup

I am in deperate need of help on this one!!! My system will not re-boot
and displays the above error message. I have tried using the recovery
console by inserting the XP Upgrade cd in the cd rom, but I have still
been unable to get my system re-booted. I have tried all methods I
could find on the internet describing how to use the console to repair
my damaged files but with no success. I had a bad feeling when the
console did not recognize that I already have a version of XP on my
system. I think I may need to start over with a fresh install, but
would welcome any advice before I do.......
