You ip address has nothing to do with it. Mail is not EVER sent to it. Mail
goes to your ISP's IP address for it's mail server.

Well - you haven't given us enough information to tell you.
If you have a high-speed Internet connection (Cable Modem, DSL, etc) and
you are connected directly to said modem (not behind your own router that
gives you a private IP such as 192.168.1.2) - then you could either be
getting a DHCP address from your Internet Service Provider or a static IP
from them.
More than likely - from your question - you have a DHCP IP from your
Internet Service Provider (whether or not you have a router is
irrelevant) - thuis you have no real control over what IP address you get
(or your router gets.) You can force a change by finding out how long
the
lease is for your ISP's DHCP server and turn off all equipment for at
LEAST that long. Then when you come back online, the chances are better
than any other way that you will receive a new IP address from them as
opposed to the one you had previously.
Might one inquire as to your need to obtain a new IP address?
