ownership of ALL files

How would I PERMANENTLY get rid of ownership of ALL files by ANYBODY except
me?

For example, I cannot delete some files because: "cannot read from source
file or disk."

Thank you,

Barry Karas

P.S. I have WinXP Pro w/ SP2.
