You are safe by following the procedure you mentioned. Once in quarantine
the file is now harmless. Norton does have a way to delete items from there
but, I'm not certain of the procedure. Perhaps someone else can advise if
you can't find it. Running your scans in Safe Mode is not always necessary,
more important if the virus/spyware have penetrated your defenses. This
appears to be an unwanted file picked up while browsing. Since Norton did
not find it anywhere else on your system you are probably OK. A Safe Mode
scan wouldn't hurt or you can do an online virus scan for a second opinion.
