pin to start menu doesn't "stick"

I have been researching this for weeks. If I pin a program to the
start menu, it disappears after I logout and log back in. This is
Media Center Edition, Version 2002, Service Pack 2. I have seen
several people with this issue on the forums, but no one seems to have
given a work around that actually works.
